小的时候常到“天恩地局”去玩耍，那时听老人说，这里过去是蒙古王爷家的小姐花园，这个记忆一至到上大学时，读了历史专业才得以更正。   

　　天恩地局的确是王府衙门，座落在洮南市兴隆街中段，占地面积6670平方米，据历史记载，1902年清廷决定开放洮儿河、蛟流河沿岸的千里荒原，并在郑家屯设立蒙荒行局，1903年蒙荒行局迁至沙鸡毛头（洮南），并将洮、蛟两河流经的沙鸡毛头改称为双流镇。在此期间，扎萨克图郡王乌泰借开发之机，在洮南设立蒙荒行局，并聘请了参与修建沈阳清故宫的建筑名师，仿照北京王府的建筑式样和格局，耗银4万余两，修建了这座蒙古王府。乌泰因开边垦荒有功，光绪帝钦赐长九尺、宽三尺，镀金阴文的“天恩地局”欧体字匾一块，由此这座蒙荒行局的王府便被世人称为“天恩地局”。   

　　“天恩地局”历史上为洮南做过贡献，也为中北京白癜风公立医院共的历史添上一笔浓重的色彩，解放战争期间辽吉省委、辽吉行署和省军区曾在“天恩地局”设址办公。东北局西满白癜风的症状图片分局书记李富春在“天恩地局”组织召开过县以上干部会议，传达全国土地改革白癜风初期症状和图片会议精神。

　　走进天恩地局，一座三进王府衙门式建筑眺入眼帘，它呈坐北朝南之势，面前是当时最繁华的商贾云集的兴隆大街，正门是一座迎面“金狮造鼙”，壁顶为雄浑的“金狮斗角”，两侧为八字型马道，门楣之上有光绪御书的“天恩地局”金匾，门后是屏风，上面是一幅《兴安万丛山》的巨画，遮掩着威严的正堂。过屏风就是四合院式的庭院建筑，精巧别致，四面各为五间青砖瓦房，房顶为“雁式滚脊小青瓦”，檐溜瓦头均采用“雄狮瓦当”，与影壁雄狮斗角相互呼应，浑然一体，显现出蒙古民族强悍尚武的精神内涵。庭院四面有回廊，竖有大红漆柱，天井中间有十字方砖甬路相通，两侧遍植奇花异草、翠柏苍松，散发出幽雅恬静的田园韵致。   

　　这座庭院最神奇的是天井虽洼，也不见排水设施白癜风的诊断，但不管遇到多大的雨，都不会积木，雨停院干，至今仍是一个迷。   

　　现在天恩地局受到格外关爱，2004年市里又把原来办公的科协搬迁出去，开辟为洮南的一个著名旅游景点。
